There is no 31st on New Year's Eve, because the lunar calendar has only 30 days at most, so New Year's Eve is usually on the 30th, and the next day is New Year's Day, but sometimes New Year's Eve is on the 29th. In some years, the twelfth lunar month does not have 30 days. The month in the lunar calendar is based on the new moon and full moon, and a month is the cycle of the waxing and waning of the moon. The average synodic month = 29.530588 days = 29 days, 12 hours, 44 minutes and 2.8 seconds (the length varies between 29.27 and 29.83 days. So January has 29 or 30 days. However, the moon is moving away from the earth at a speed of 38mm per year, and the synodic month only needs to be extended by 0.2 days.
